When a picture transfer fails, avoid sending a new one directly again

Description

When a picture transfer fails and the switchboard is disconnected, it's possible the picture is requested again when the user is typing a message. In some situations, it created a loop of picture transfer invitations.

KMess should keep a cache of pictures which were invited, and only request the picture again after a few minutes.
