Check for P2P support before starting file transfers

I was testing MIME file transfers today. I set up a debugging build to have P2P disabled (define in msnnotificationconnection). I couldn't make my main account (built from latest SVN) to send a file to the debugging build without P2P: it's either the sending instance which doesn't check if the contact supports P2P, or the receiving one which doesn't check if it can receive P2P.
