Block file transfers when chatting with offline contacts

Description

While chatting with offline contacts - like, without an active switchboard - KMess should disable the options to send files.

I'll attach what I saw when I tried to send a file to an invisible contact.

Also the nudge and invite options should be disabled, and maybe others.
