Hide the "register" link when editing an account from the account manager

Description

When an existing account is edited from the account manager, the register link is still visible. Instead we should display this link when:

  • a new account is created via the actions menu.
  • a new account is created via the account settings menu.
  • the account didn't manage to connect to MSN before.
