Send a '481 No Such Call' error when a Call-ID is not known

Description
When a message is delivered with an unknown Call=ID field, WLM sends '481 No Such Call' back. Implement this as well.
This message is invoked for a SLP BYE. Also see if this can be invoked for a transfer INVITE with a different call-id.
Note that WLM can delay a SLP BYE a lot. The message could even be sent if both clients reconnect and resume a chat conversation again (meaning: a switchboard bridge is available again for the p2p session).
