Find out what the 0x06 message means

The exact meaning of the 0x06 message is unknown. It seams to be some kind of timeout message, but it's hard to invoke from WLM.

My recent guess is it's some kind of "waiting for fragment" message. All other waiting states are covered by the 0x04 message. THis should be a good starting point to find out what it really means.
