Description
WLM sends an transfer INVITE back when it doesn't want the remote system to be the server. It likely expect a higher chance of success if it becomes the server itself.
This depends on a combination of "Connection-Type" and "Listening" values in the transfer INVITE request. Detect which values cause WLM to send a transfer invite back.
