Support decline response for a SLP transfer invitation

Description

KMess does not support a "603 Decline" response for a SLP transfer INVITE. Currently this aborts the complete p2p session, but it should only abort the transfer invitation itself. The file transfer should be initiated afterwards over the existing switchboard connection.

This is not very important for KMess 2.0, P2P works good enough for a 2.0 release.

The decline will be needed when we to reverse INVITES as well, see ticket #178.
