Implement No Custom Emoticons warning

Description

It would be nice if KMess had a notice to be displayed when the user has no custom emoticons for his/hers account.

The text, which could be a custom widget inserted in the EmoticonSidebar, should tell that no custom emoticons have been added yet, what they are used for, and also display a link to the emoticon settings.

Maybe it could also suggest to click at received custom emoticons, to add them.
